Rodolphe Silli’s professional journey spans more than three decades and three continents, establishing him as a globally recognized consultant and project manager in energy, infrastructure, and commodities. Born in France and currently based in Dubai, he has built a career characterized by strategic leadership, cross-border expertise, and a unique ability to align corporate, governmental, and investor objectives in complex international projects.
From the early stages of his career, Mr. Silli demonstrated an extraordinary capacity for navigating challenging industrial and political environments. In Chad, he held senior management positions overseeing industrial trading, construction, and automotive distribution. His most notable early achievement was facilitating the entry of Chevron Texaco and Petronas into Chad’s national oil consortium, a transformative event that reshaped the country’s energy sector and demonstrated his aptitude for managing high-stakes negotiations involving multiple stakeholders.
As his career expanded internationally, Mr. Silli joined Gunvor International SA in Geneva as a private consultant, where he structured pre-financing agreements and negotiated cross-border trade deals with African governments. He also provided consultancy services to multinational energy firms such as Vitol, Socar Trading, and Shengquan Energy Oil & Gas, supporting contract negotiations, operational management, and strategic partnerships. These experiences honed his expertise in international oil trading, logistics optimization, and industrial development.
Since 2016, Mr. Silli has operated independently from Dubai, advising multinational corporations and governments on energy projects, logistics systems, and infrastructure development across Africa, Europe, and Asia. His work encompasses pipeline feasibility studies, refinery construction, floating and onshore storage facilities, and the optimization of mining and production supply chains. Beyond operational and technical expertise, Mr. Silli is recognized for his ability to integrate financial, political, and commercial considerations to achieve sustainable results.
